Indoor Tree Peony has a disease

Good morning, I have just noticed that my indoor tree peony has a disease. At first I thought it was fungal, but then I noticed very tiny dark bugs moving on the leaves. They look like tiny dark grains of rice. The leaves appear to have slight fungus - grayish, and some of the leaves have black and yellow very small spots. I have trimmed off the worst of the affected leaves and enclosed in a bag. However, if I trim off all of the affected leaves, there won't be any left!!!

Has anyone had this problem with their indoor tree peonies? Is the main problem the fungus, the insect, or both? What should I do to treat it?

This will be the first overwinter for the peony. Do I expect the leaves to fall off and for it to go dormant? I have also read that if not exposed to cold, it won't bloom. Should I put it outside for a while? Might that kill the bugs?
