Why wait till ground freezes to mulch new peonies?

Just planted 11 new peony roots in late September. Every instruction I've gotten says to mulch them after the ground freezes. Why is it important to wait until after the ground freezes to mulch? Or is it? I have a ton of leaves now, can I mulch the new plantings now? Ground typically freezes for us by Thanksgiving--2 weeks away.

When spring comes, should I leave the mulch on the bed but brush it away to expose the dirt where every peony was planted?
