Some batches of seed are just bad, for any of a number of reasons. Of some 40 varieties I germinated this year I had an overall germination rate over 90%, but some batches didn't germinate at all. See if you can get your hands on another batch.

Oh, and try the damp towel method so you can see whether they germinate and then die, or never germinate at all. Sowing you can't tell unless you do a post-mortem.

Gfinnil, like DM says you may have just had a bad batch. Email me your address and I well send you some starfish seed.
PS my seeds are good, started 6 of them on January 1st just checked and one of them has sprouted only took two days to sprout.
Don't give up I'll send you some good seed.
