Best time to transplant mature plants?

Hi,

I grow several types of peppers. I want to thin out some of my plants and start some new varieties. I have a pepperoncini in the ground that was a really good producer. But I happen to like Hot Cherry peppers more for pickling, plus they are good stuffed and grilled. I have two Hot Cherries, one is in the ground at a little over 4 foot and another in a pot that is only about half that size. I am located in Zone 9 and overwinter tomatoes and peppers no problem outdoors. I have several 2 year and 3 year plants. What I want to do is remove the Pepperoncini in the ground and replace it with the potted Hot Cherry. Is right now a good time to do this swap? I also feel kind of bad about the pepperoncini it is pretty healthy and has a thick main stem. If I were to dig it up could I treat it like a dormant tree? Instead of destroying it maybe I can give it to someone.
