I tried rooting a Bhut and two Hot Hungarian Wax cuttings last winter. Only one Hot Hungarian Wax made it. I grew it out and got some nice pods off it.

Short answer is YES, it will maybe root. But you will likely have to do more than put it in water and you will have to have some luck. It seems to be hit and miss.
I would start by finding some soil that holds water pretty well. A peat mix should work good. Then find some "rooting compound". you can get it in most garden centers. I got mine at Home Depot. It will likely be in powder form. Just follow the directions. Keep the soil good and wet for at least the first couple weeks. It will take a while for roots to develop but the plant will probably stay nice and green for a month or two. If it hasn't rooted by then, it probably won't and will eventually die. Another pointer is to cut the cutting just below a node. Then scrape off the "bark" or green skin on the bottom part that will be below the soil line. This will prompt it to send out roots from the scars. It turned out to be a fun and interesting experiment but if you are doing it to "save" a Bhut, I would suggest growing a new one from seed. It takes a long time for a cutting to root, then it has to develop a full root system for the plant before it can get along with actually growing. It will stay its same size for months without adding any new foliage or fruit.

I clone successfully all the time without any amendments in hydro. A glass of water also works fine.
