completly new to seed

i have grown many vegies and quite a few peppers but i always bought them as seedlings from some where, i have a pepper that i have to start from seed , i have a limited amount of seed so i kinda need to get it right. i havent started growing yet i dont have a light set up and being in western nebraska we are still freezing and under a lot of snow. so when should i start? is it bad to get a late start? normaly i would start about early to mid march in the house and then after a bit i would move out side durring the day and then at night under some protection at night, bringing them in if we get another frost, how does it sound so far?
