Seedling problems (hots and superhots)

I am having a problem I have had before with super hots. I have never successfully grown any. What happens is I sprout the seeds in baggies and soon after a little white root appears I stick the sprout into some soil mix. With many other things such as tomatoes and other peppers and veggies it is no problem even if it takes time these other things eventually get going if not right away. The hots and super hots don't do anything and if by chance they do stick their neck out after a day or two they shrivel up and disappear. They just seem to vanish. It is disheartening. Not to mention kind of expensive buying seeds and all.
Is this a symptom of damping off? Any ideas on why the seedlings that do stick their neck up seem to shrivel up and disappear?
