Keeping seedlings under a plastic cover

Probably a silly question, but once the seeds pop, is there any reason to keep them under the humidity cover up till the point before they reach the top?

I think I've seen both ways on here and just wan to make sure I'm giving my little ones the best chance to succeed.

So I germinated them at 80 degrees and moved them to the basement under a 6 bulb T8 fluorescent. I'm guessing the basement is around 60 degrees. The cells seem to be drying out very quickly. I was thinking I could keep them in the 72 cell trays under the flat see through plastic cover. Most seedlings still have a couple inches of clearance.

So, am I best to leave the cover off or an I keep it on for a few more days?

Also, is 60 degrees to cold for the little ones or should I rig something up with a portable heater?

    Once the seeds emerge, out in the air and under the lights. About an inch from the top of the plants and the radiant heat from the bulbs SHOULD keep them warm enough. Does for me in my semi-insulated garage.
