I would say "MOIST" but not dripping WET.
To keep the soil moist longer , throw a dish towel on it. The soil will breath but won't dry as fast. Check the soil everyday, and mist/spray lightly with a household spray bottle. Because the seeds are not sown too deep, you don't have to soak it all the way done. If the soil is moist to about 1/2" (until the seeds germinate) that is enough. But once they germinate, you will have to deep water them.
