Bumps and unhappy new growth on tall plants

My peppers have been hardened off for at least 10 days (outside or in direct sunlight for at least the past 3 weeks). I potted the peppers up from 3" pots to 5" square pots 9 days ago in order to get them a bit further into warm spring. I'm still bringing them in at night unless it is calm and night temps are over 55deg.

All the plants look very healthy and have good strong main stems with most plants being 11" - 12" tall soil to top.

My growing material consists of jiffy mix and some Coconut Coir mix from Lowe's and I mixed in a reasonable amount of bone meal fertilizer.

There are about 3 plants out of 40 which have these bumps and odd new leaves. The only thing I could think of is that they may have too much water, but the soil does not feel soaked and it has been a few days since I watered.

I checked as much as possible for bugs and did not find any.
