How to grow the hottest chili

I am not much of a gardener but last year I planted some habeneros, they grew like WEEDs, I got BUCKETS of them it was unbelievable and they were so hot that amateur pepper eating tough guys couldn't stand them.

Now they grew fine but now I want some bhut jokokias, and I want them to be as hot as possible. I am thinking of getting this http://www.amazon.com/Hydrofarm-CK64050-Germination-Station-Heat/dp/B000HHO1RO and starting them indoors as it is only 65 degrees F in here however I need to get a light for them as that does not have one. Is that and a florescent light a good start or do you have a better cheap alternative?
