Jalapeno seedlings have weird stuff on leaves.

Hi All,
I started some Jalapeno seedlings to get a head start on the growing season up ere in Canada.
I'm noticing the larger (older) leaves are curling downwards, and there is an odd yellowing texture on the bottom side of the leaf. I've look at it under a microscope, and it doesn't look like a powder, nor insect.
Any ideas?
