Have you given them any fertilizer? Looks like they need some. How often does it rain in your area?

They are hand watered. We get less than 10 inches of rain per year.

This is a newly prepared raised bed. Powdery mildew was rampant last year. I've heard that means too much nitrogen. I have been giving them fish emulsion.

The prepared bed did you include any amendments that include any micronutrients? If not try using a fertilizer that contains some. Fish emulsion depending on which one you get may or may not contain micronutrients.

If you are willing to give it a try, daily spraying with a compost tea may help. I use about 45 gallons a week on my garden plants. The compost tea I make is very simple. I use a manure and compost mix right out of the bag. I fill an old used onion net bag with about a pound or so of the manure compost submerged into a 1/2 barrel filled with tap water. An aquarium air pump with a large air stone keeps the water areated. After several days of working (brewing), I add some unsulphered molassas. The molassas feed the microbes. After working another day or so, it's ready to go. I may be going overboard, but I spray my plants several times a day. Some research done at a major university claims that manure based compost tea appears to be one of the best all around organic folier applications for pests as well as providing a number of benificial nutrients. It's the live microbes that help eradicate some problems. It will not hurt your plants, but may give them a boost.

Another thing to consider is the PH of both soilo and the water. If the PH is too high or too low, the plants will not be able to use the nitrogen efficently.

An application of Iron may be needed. My plants all turned a nice healthy green after applying Iron chealate. Spelling may be off, but you will have no trouble finding out more about iron on line.
