Tall superhots loosing bottom leaves

Can anyone explain why my peppers may be loosing their bottom leaves? Not being over watered, in a general seedling mix with some added in perilite and small bark pieces. Not a 5:1:1 ratio by any means. Working on that one... Fan blows on them, possibly a bit too strong. They are reaching for light as lights cannot be moved. They are also crowded.

Leaves seem to fall off from the bottom working their way upwards but the newer growth looks great. Deep green, healthy, some have blossoms forming. Main suspicion was too strong of a wind, crappy light and crowding makes the lower leaves receive less light? Over fertilization I believe about a month ago. Since then, nothing.
Makes for pretty crappy looking plants to give to others but I'm not too concerned about growth after planting at this point. More curious why other members have way better looking seedlings.
