Personally, I dont think the plant looks too bad at all. Seems just about every pepper exhibits some kind of abnormal tendancy during it's lifetime. My guess is that your plant will soon enough snap out of it and wind up being a great plant in the end.

Looks fine to me. Early in the season, plants often look like this.

Either weather and or watering variables. A lot of people have plants that look like that this year, and last year too for that matter (rainy, cool spring weather).

There's only a remote chance that it's *slight* herbicide damage. But peppers recover from herbicide damage better than tomatoes do btw.

Either way the plant looks good enough to grow out of it.
