Lower foliage yellowing and/or dropping

I noticed many of my plants are showing yellow leaves far down on the stem, and some plants have lost a lot of lower foliage. At the same time, many plants put on new bushy growth lower down on the stem, so I'm a bit confused. My plants are really crowded now (need to get 'em out soooon!) so I suspect insufficient light on lower foliage is part of the problem. However, I'm seeing the same problem on plants on the windowsill (which gets lots of even lighting).

Question: Is it normal for pepper plants to regularly drop lower foliage, or am I having some kind of nutrient issue here? I think I got watering under control at this point.
