Nitrogen from tap

First of hello again. I posted periodically here over the last couple years but school has consumed my existence. However, summer is here! I have around 12 varieties going from seed and a few staple transplants this year.

My question is, how does one figure the usable nitrate in tap water? I live by UC Davis which is the biggest Ag school in the state and also surrounded by farming. As such my tap water has insanely high nitrates. From what I hear not all of nitrates present are usable as plant nutrients so I want to have an idea of how much they might be getting so that I can adjust ferts accordingly.

Anyone shed any light?
