What is wrong with my ghost peppers

First time posting on this blog, I bought these ghost pepper seeds from amazon. I started them from seeds this is my 1st time growing vegetables. This seedling is my only surviving seedling plant. Lost them all to a flash flood, anyways I live in the Houston area temperatures have been around mid 90s high humidity, the seedling looks like it's about to die. Can anyone tell me what's wrong with it, and if it's salvageable what can I do to improve the condition of it. I have it outdoors in the shade gets indirect light and water it every 3 days. Used miracle grow fertilizer.

Are there drainage holes?

The mix looks too wet. Also, it's awfully small to be fertilized.
