Harvesting strategy - green peppers

Some peppers are frequently eaten unripe/green. I'm wondering how your harvesting routines are for these? I have a Jalapeño plant that fruited in the middle of April. The peppers are still on the plant, but they haven't grown in weeks. Time to harvest? If I wait for them to ripen, the plant will basically not do anything for a long while am I right?

I also have lots of Hungarian wax peppers that I am considering picking. I also have fist-sized green Poblanos. Do I pick them or leave them on the plant? Note that I only planted out a week ago, and many of my plants are very small. I'm thinking that if I relieve them of their delicious fruit they will grow and prepare more fruit for me?

For the varieties that are good both unripe and rip - how long before first frost do you guys stop picking them for a final ripe batch?
