My guess would be the heat. 25-32 sounds a bit too much for vegetative phase for annuum peppers. You'd want those temperatures once they start flowering and producing, and even then 32 is a bit more than they like/need.
If possible, try getting the peppers in around 18-25 range during vegetative phase.

Given that the outside temperature here is 22 degrees, I think that hitting anything as low as 18-20 will be a bit tough, but thanks for the advice. I will try to get the temps down.

What's 22C? Around 75F? Get them outside! Don't forget to harden off though.

Outside? Perish the thought!

This is an indoor hydroponic grow, so the only plants that are going outside are those who grew too slow and can't fit in the tent! :)
