My calico seems sickly

To be clear, the leaves look about the same as the beautiful calico I bought last year but the plant itself is just so thin and short still.

I read that these plants require 172 days to maturity. I started it indoors in March so we're at about 120 right now. I figured the plant would be bigger and fuller by now. my ornamental peppers are already producing peppers while this one hasn't budded yet.

I did snip the top inch off hoping to.. I don't know, encourage growth and bushiness I guess. I read somewhere that recommended doing it once the plant hits 6 inches, which is about where it is at now.

Anyone familiar with this breed? Any advice?
