what's this?

I've only been growing peppers a handful of years. I grown to accept that a certain amount of chewing by the local bug and slug population is inevitable, and usually not a bigdeal. But this is new, so I thought I'd ask. Dozens of tiny holes in leaves. They're maybe 1/16" in diameter, and isolated from one another -- not long cuts in the leaf like I usually see from slugs and the like. Any theories about the culprit? Anything to worry about?
