I had leaves like this for my Aji Limon and Bulgarian Carrot pepper. What I did was I added more fertility to their pots and watered everyday until I saw signs of overwatering then backed off. My leaves are now big and green. Not quite sure why they do that.

My limons are doing the same thing. The spotting on the leaves was some kind of an infection, i sprayed them with a systemic fungicide and it seems to have solved it. The new leaves are smaller, but they're putting out flowers and fruit like crazy, so i'm letting them do their thing... I might increase fertilization like PunkRotten suggests and see if it helps.

In my experience, even after hardening off, it seems like most of the overwintered leaves end up getting dropped eventually. Maybe I don't spend enough time with hardening off. But, I have also read where overly large leaves are one way plants try to gather more light and smaller leaves means that the plant is getting all the light it needs. I don't know if that's true or not, but, a theory to consider.

Don't know about the spotting, but my Aji Pinapples alway seem to lose the bigger bottom leaves soon after transplant. Then they grow out branches from some of those areas, so I've never worried about it much. New leaves with spots siund a little more troubling, I admit.
