I would say sunburn of the two choices. Actually, I have never heard of wind burn on pepper plants. The part that looks "Sunburned" to me is circled below. The two leaves with the brown/dead tips is probably something else. The strange thing is that sunburn typically affects the older/lower leaves more than the higher/younger leaves.

Like Bruce, I don't know and cannot figure it out how wind can cause burn ? Unless we are talking about cold bite.But that should not happen when/after you plant out peppers.
So I can think of sun burn. Maybe it was an environmental injury that sunburn worsened it. But I would not worry about it. It is very minor IMO.

Thank you for pointing out a sunburn on a pepper. I was honestly thinking that the sunburn was the browning/edges of the leaves, which was in question. I will now head outside to see in person a sunburn.

I was thinking of windburn as it relates to us humans as in getting a steady supply of wind to a certain area of ones body. Thank you for reassuring me that this may be a minor problem, and not to worry.
