Its in a organic garden with no chemicals so rule herbicide out, virus? Treat or rip out?

I wouldn't rip it out. It looks like it's in recovery mode with all the new growth.

Hmmmm, I was going to guess herbicide. Virus could be it as well. But this interested me because I grew a Thai Dragon from seed and was wondering if it was growing true. I had never grown one before so I didn't know. It finally started putting out some blooms. It was my last plant to do so. But from what I can tell, it is growing like yours. Tall and skinny. I guess I would pull that guy. Maybe try transplanting into a container and move it away from all your other peppers if you want to try to save it. Sometimes, they snap out of whatever is affecting them and grow just fine.
