Potting up big plants

The Poblano plants I'm keeping in 17 liter buckets have started to peek out through the drainage holes on the bottom. I have already watched some of my plants struggle to recover from being root bound for over a month, and am not keen on another set back.

The question is, will repotting a 2 foot tall Poblano hurt it more than leaving it to become root bound? Both plants have LOTS of shoots, and I really don't want to loose them.

The plant on the left in the picture is one of the Poblanos. Other plants in the same pots are doing fine.
