Peppers wilting. Not due to low soil moisture.

I'm not sure if this is a nutrient or disease issue, but a lot of the peppers in a community garden are growing poorly, dropping lower leaves, and appear to be wilting. Soil moisture is fine. I can't imagine nutrition is a problem, as the soil has fairly high organic matter and the peppers were fertilized two weeks after transplanting with fish emulsion. Any ideas?
