Help Identify This Pepper Problem (video and photo))

Greetings,
I noticed this little ugly mess on one of my bell pepper plants today. I have no idea what it is. I've never seen it before. It looks like a white mold material. Any ideas how this could have happened? We did have two consecutive days of light rain which is unusual for Texas this time of year. Thunderstorms yes, but consistent rain, no.
