What is happening to my Banana pepper plant?

The plant is a little over a month old. It was planted in a organic soil I mixed myself 2 months prior planting the banana pepper in it. The soil has worm castings, kelp meal, alfalfa meal, bone meal, azomite, neem cake and garden lime. The runoff pH is around 6.7 - 6.8. The plant is under a t5 lamp at the moment. Temperature range from 85 to 92 degrees during the day. Humidity ranges from 35 to 45.

This problem started about 2 weeks ago. I thought it might possibly be a micro nutrient deficiency, so I made a tea with pura vida grow(Nitrogen) and earth juice micro blast(micro nutrients). This was the only time it was fed. There is plenty of nutrients in the soil itself, so I'm thinking it's some sort of virus/infection?
