Hand pollinating peppers but no fruit set

Hi all, wondering if anyone can shed some light on this for me. I have seven pepper plants that have been flowering a bit (not a lot) over the past several weeks. I have been hand pollinating them, however only one flower has actually resulted in fruit set. All the other flowers have simply dropped off.

I use a little paint brush and see little clouds of pollen whenever I tickle the flowers, so I figure the fruit should be setting, but they are not. Any idea what could be causing this?

At the moment, 5 of the plants are maybe 3 feet tall already. I did grow them kind of close (first timer) so I wonder if its a nutrient issue, but other than the flowers dropping off, they all seem to be chugging along just fine.
