slow growing? how to prune? help!

Hi there!
I'm Juan from Argentina and I started to growing some hot pepper indoor, winter already came here... And I'm asking for you help so I can figure out how to solve some problems/questions...
1.This plant is a Rocoto from Peru that had a white flies infestation, so I have to cut almost all leaves, now it has a lot a small leaves! I dont know how to prune it?

2. I don't know why them grows so slowly (I guess is slowly)? Check out this Rocoto:

One month of growing! but at least, now it has the branches.
They are growing under two T8 daylight 36watts (17 houres of light per day). I have more T8 bulbs and T5 red bulbs 18watts, but I dont know if need them?? Maybe the problem is the soil? or fertilization? who knows!
3. Finally, I have these peppers (native from Salta, Argentina) with yellowish and curly leaves, again, I don't known why?
