How do you know it is fertilizer ? !

no but seriously, that looks like palm or grass fertilizer. don't use it on your peppers. it's pretty much the opposite of what you wanna use.

since you're clearly not opposed to non-organic, might I suggest the fertilizer I use? fertilome "blooming & rooting" is good stuff. it's late in the season, so the goal is probably to set pods (peppers), and not to grow big and bushy. so a low nitrogen, high potassium high phosphorous fert is what you need.

also, epsom salt is your friend (the plain kind, not scented).

I know its fertilizer because a friend of mine bought it when he bought soil.. he just doesn't remember what kind it is.
