Looks a lot like the Chiero Recife I am growing. From what I could find, sounds like yours doesn't have much heat. The chiero has quite a bit of heat.
You're correct. It doesn't have any heat, but it's full of seeds.
I have two varieties (names) from different sources; Biquinho and Pimenta de Bico. It's a Brazilian pepper. I grew the Pimenta de Bico a few years ago. I'd say it clocked in around 30k SHU and it did have loads of seed.
