That's a physiological issue usually caused by too little sun, too much sun (a type of sunburn protection), or cooler temperatures.

It's outside stress/pressure, not a disease.

The pepper wall integrity is fine and should be as thick/healthy as the non-streaked parts. It should also not effect the taste or final ripening color if you take it to full ripening.

Thank you nc-crn. It seems that physiological explanation, while correct, provides not much help since too little or too much sun, cooler temps. Your zone is quite different. We are in Southern California, half way between Los-Angeles and San Diego and just 3 blocks from the Pac. ocean. Weather this year, until now, is much cooler, June-gloom, sun doesn't come out until 10 or 11 AM.
But one bush is affected and the next one is not.
One more thing, this "discoloration" shows up on the pepper while it is still very small.
