I think that's too much water. I start all my seeds in a starter tray that's a lil greenhouse. Water once a week normally

If you're using a normal seed starting mix or potting mix, the best way for watering until emergence is moisten the soil to the point of maybe a damp, wrung out sponge. Put the soil in your starter containers. Sow seeds. Into a humidity dome or cover with plastic wrap. Uncover and give a little air each day for about a half hour or so. Keep soil warm(around 80-88F) during the whole time. The amount of water that was originally put into the mix when you dampened it "should" carry all the way until emergence. If the top of the soil becomes crusty before emergence, just use a spray bottle to mist it.

Growing peppers is easy. Starting them from seed was always a challenge until this year.

After emergence, try to bottom water; at least for the 1st few weeks. Less chance of damping off occurring.

Ok, I think they were too wet. I'm leaving it in the sun for a few hours to dry out and then starting tomorrow I will add the plastic wrap.

Its weird because I planted these basic red chili peppers and they started germinating no problem in about a week. Now i've moved on to some more exotic, hotter peppers and it seems to get more difficult.

That advice was for starting INDOORS under lights. You don't want to use the plastic wrap in the sun -- it will cook the seeds.
