At first glance I would say flea beetles. But they do not quite look like them. I certainly would discard any leaves with things like that. For they also could be egg sacs of some kind.

Someone else might be able to weigh in.

The pale ones are live aphids.

The black ones are likely to be dead aphids, via spray applied earlier or, better yet, natural bio-control.

I would sure be spraying that plant very quickly and thoroughly with insecticidal soap. If its potted, move it to the shade first. Coat the top and bottom sides of the leaves very well.
