Grasshoppers do that,crickets do it too but it seems they do it on the main stem at ground level.
Hoppers also eat the bark off pod stems causing unripe pods to drop.
Could be something else but grasshoppers are my guess.

grasshoppers are slow in cool mornings.Go out and check your plants early.
They are easy to catch.
In the heat of day they see you coming and are gone before you see them.
I never have hoppers eat leaves,they do eat bark and pods though.
It might depend on the plant variety.
I've seen them eat tomato plants down to the ground before.
But they seem to like pods and bark with my pepper plants.
Maybe they have a deal with the caterpillars and only eat bark and pods,letting the loopers eat the leaves...
