How many years can a plant stay productive?

Here in Southern California, my hot chilis manage to live thru the winter, albeit looking rather unhappy, then have a flush of growth as the weather warms again. So far now into the third year, measuring a good 5 feet tall, they fruit well. Are they biologically timed to lose their fertility and die at some point? I've seeded new ones but with limited yard, it seems such a waste to uproot these large plants in favor of the seedlings.
