making hot sauce from powder without fresh chiles

Tim was awesome enough to send me some of his powders. I am considering using them to make some hot sauce since I'm currently all out of fresh pods. I figure I can use some of his devil dust to make a scorchingly hot sauce.

I've been looking around on the internet, and although I've seen it mentioned here that sauce can be made with just powder, and that powder can be used to thicken sauces, I'm unsure how much powder to use (powder-vinegar ratio). does anyone have any experience with this? I mean, there's nothing stopping me from doing what I always do (get out the blender and start experimenting), but I'd like to have at least a basic idea before I start that, namely because I only have so much powder, and don't wanna waste it if I screw this up.
