I wondered with mine also but now there is more than ten so I just got a bigger pot. The same happened on other Moruga and Primo myself I left the plants alone gave them a new home and watch where they go.from here

Here is a photo of mine. When it was young it got sun burned to almost nothing when transplanted I found what looked like a burl with a tail and stems everywhere. The plant is about 9mos old and just starting to grow and open up. For reference the pot is 24in in diameter

What you have is a side shoot, they usually don't happen so low but there must have been enough air, air pocket in the soil to allow the shoot to grow. It's normal you will most likely see more, these shoots given time would grow into branches.

I just heavily topped a tabasco plant to prepare it for overwintering. By the time I was finished there were very few leaves left other than a couple of these low side shoots. I'm glad they are there and will keep them until at least I get a few leaves growing up top. You might consider doing the same if you plan on overwintering.
