Maybe you have two pepper plants with the small leaf problem.

I've seen that in over-fertilized plants, but I've seen it a lot more in plants with a mosaic virus.

If the new growth moves at a snail's pace and the plant continues with the small/distorted leaves it's probably one of the many types of mosaic virus.

Maybe. I think it happens to all the peppers I try to grow. Is it treatable? Or once the plant has it I have to get rid of the plant?

Looks like broad mites. Very tiny fellows and very different than spider mites.

I think ive also noticed that this usually starts happening when there are signs of a first flower trying to form, OR after this happens, a new flower starts to form.
