Florescent lamps put out very little heat. Say one T5 is rated at 47W. Two of the should out put about 95W. That is why they are efficient in producing LIGHT than HEAT.

For grow station, T5 , T8 etc are used as light source not heat source. If the ambient temperature lower than 60F, the a heat source is needed. This is for post germination. For germinating you will need high temperature (70F - 90F). That is the time heat mat is used. Once germinated, heat mat is no longer needed.

In short , here are TWO issues:

(1) heat source for germinating.
(2) heat source for growing

PS: The grow station shown in the link, is just provide light, while growing. So then as I said before, if your ambient temperature is too low (in garage , ..?) then you'll need to supplement some kind of thermostatically controlled space heater
