viable seeds dry or no?

I dried a few dozen bell pepper seeds, and have 17 sprouts now. I also bought one of each, habanero, jalapeno, ancho, serrano, and 2 other species, idk what they were, i planted them and the bell within 2 days of each other, both done last month, i also did thai peppers that were heat dried before i got them, the peppers were heat dried, not the seeds, around the same time. nothing but my bell seeds did anything? do the seeds have to be dried before being planted?, if so, does drying the pepper beforehand destroy the seeds?
