Poblano Pepper Problem

Hi Greenman & All - Things were going so well. I have a lot of peppers on the 2 plants. They're growing well, perhaps not as large as normal poblanos, but it is winter. Now I think I have another pest problem or maybe a fertilizer issue. I'm feeding Fish emulsion and an epsom foliar spray once every 2 weeks. I started out at every 3 weeks, but I bumped it up by a week and the plant seemed to do better. We had some rain and two days after the rain I noticed that there are many more brown spots on the leaves; there is a fine white powder on them and some of the leaves are turning up on the edges. I applied some homemade safer soap when I saw the first appearance of brown spots (this was a couple of days before the rain). Any help is greatly appreciated. I'm a newbie - first time growing a vegetable of any kind!
