Melia azedarach (syringa) In Compost

Will compost made of Melia azedarach suppress germination of other plants? - it being somwhat toxic and alleleopathic.
I have made some fresh, green, "Brushwood" compost using a lot of shoots from them.
I chipped the brush first, Soaked the Chips in water then put them into the piles.
Temp was up to 67C/152.6F in 2 days!
The water that was left over entirely killed off the part of the lawn I poured it out on.
Now worried about toxicity too.
The trees grow vigorously here and are a good supply of fresh brush if it were ok to chip for compost.
I will wait until the compost is completely done and test for germination before using, but any info on this will help.
