suburban backyard -newbie

Hi all
i am a newbie, but i love the idea of permaculture.
I have been growing veggies and fruit trees for a few years though.

I dont really have access to large logs,
or lots of soil for hugelkultur
nor can i create large swales in my yard.

I am in New Orleans where its very flat, and it rains a LOT when it rains. We are in the top 10 cities in rainfall, but it hasnt rained a drop this month at all, it just comes in buckets when i comes, sometimes for 3 days straight.
My backyard has actually flooded at times a few inches deep, killing everything under 2ft tall.
Sometimes the rain just washes away any mulch,
or organics in the dirt.

What i have done in the past is make raised beds and mulch them well, and i would add some small branches under the soil to create a mini-hugel,
i think next year i will bite the bullet and get a truck of soil, the cheapest in the area is well over $100, and its not in the budget right now.

I do get coffee grounds, sometimes 50lb at a time
i was wondering if i could just bury them in a trench, and put the original soil back on top with some compost and mulch ?

any other ideas ?

Also,
i just started growing comfrey, but i have a couple of local plants that i can used for "chop and drop".
Does it matter what kind of plant it is ? do i need to look it up ?
