how best to correct this soil-related mistake?

I made the mistake of digging some carbon-heavy unfinished compost into the soil of a new vegetable bed. (I should have used it for mulch, I think.)

It's pretty clear that the plants trying to grow in it are stunted from the classic nitrogen tie-up.

How do I get out of this? Wait? Water in a little blood meal? "Aim for the center" and top dress with fully composted manure?

Never again...
