Setting up water cistern for local school-need help!

Hi,

My son is trying to set up a water cistern as his eagle project and we both have questions about putting it in, this is for a garden at a local school with raised beds that they often move around the garden so we thought the best way of getting the water to the garden would be to run a line from the tank to a spicket, rather than using soaker lines underneath the garden. Anyway, my first question is how do you pressurize the water from the tank to the spicket? Second, what is the best type of diverter to mount to the downspout to get water to the tank? what I would like is a system that cuts off flow to the tank when it is full, so that the water just backs up and goes down the normal downspout. And finally, what is the best tank to use? I personally prefer the higher quality look of the steel tanks but they're quite a bit more expensive compared to the polyethylene tanks I found online, is the metal tank worth the extra cost?
