why and what did you spray.. before you got an ID ... ???

looks like some sort of scale ... nearly impervious to topical sprays ... and i am not even sure they are insects.. so would question the use of an insecticide ... hort oil and suffocation is the normal organic suggestion... otherwise a systemic is my recommendation.. IF.. the plant is worth the cost ... see below ...

Brixton, those are wax scale insects....a challenge to control. We need to know where you are located, the name of the plant, and what you used when you sprayed it before.
