Onions are drying up

I have stored my onions for Winter use and there are some of them drying out, what causes this to happen? About a quarter of them have dried up.

I have put them in nylon stocks to hang them up, and cut one off when I need one. I have them in my basement where it is around 60 degrees.
Cannot hang them in the garage because it gets to cold like this past week when it got down to -20 degrees.
